apache 403 forbidden error

I am having an issue that I've parcially solved. I wanted my website on port 80 but recently has been on port 8080. I have determined that was because my router config page was working on 80. So I changed my router to https which is 443. I then was able to access my website locally on port 80. However, after correcting the forwarded port still no one can access my site. I chmod 777 * the /var/www dir and still that hasn't worked. I rebooted the server and still no go. I was told Verizon might be blocking the port for servers but I really hope that isn't the case. Does anyone know what I can do to use port 80? I know it can be done but I'm unsure how it can be done. Thanks.

folders shouyld be 755, files should be 644, just check your index.html is 644 and then get someone to try the url, or if you cant test it yourself add a hosts entry

all my files are in /var/www/ and there are no folders in that folder just my .htm files which I've set already to 777. I'm not sure if adding a hosts entry would help...but I'll try. I was reading about virtual hosts...thought about it but wasn't certain. Even if verizon was blocking the port can't I use some form of a proxy to fix it? Or is it more likely to be on my end. I'd really be happier if it was the latter.

If the port is blocked from your ISP there's nothing you can do other then run it on another port.

but I can see where it says apache 2.0.xx blablabla so obviously it is seeing my server but I think there is something with permisions but unsure what it is.

The folders should be 755 as indicated, but 777 is read right and execute for everyone, public and private. Try 644 where read execute for the public and private and the world gets read and execute.

but my point is I'm covering my bases by saying 777 so i know it isn't a permisions issue. So where do I take it form here?
